
Peter Durrant
Peter is the Executive Director for Health and Government Social Policy Programs for KnowledgeTech Consulting. Peter is a senior manager with 25 years of experience in public and private sector business in program, technology and relationship management, recruiting and leading staff, structuring and negotiating deals with both public and private sector organizations and leading business development initiatives.
Peter recently served as the Executive Director of the eHealth Program in the Knowledge Management & Technology Branch of the BC Ministry of Health. He lead the eHealth Program and Project Delivery Oversight role for the entire suite of ehealth projects (Lab, Drug, DI, iEHR, Telehealth, Registries and EMR) and was responsible for building out the Branch to support these functions.
Debra Quercetti
Debra is the Senior Manager, Health Practice for Vancouver.
She has over 28 years in-depth experience in the Information Technology field with extensive knowledge of applications in the Health Care Industry, with comprehensive business understanding of clinical information systems. Debra is a Project Director with a reputation of delivering successful projects on time and on budget. A multi-faceted leader and motivator with high energy, excellent communication skills and a keen business sense.
She was recently the Project Director of the Provincial Laboratory Information Solution project. Prior to this experience she has held important positions at PHSA as Director of Clinical Projects and Manager of Clinical Applications. Debra was the Client Executive at Cerner and served as a Project Manager at Orion Systems. Debra is currently working with her health industry clients and her colleagues at KnowledgeTech on several exciting projects in the Health Authorities and eHealth Program.
Gerald Regier
Gerald’s career path has led through the IT systems management and information security realms, managing networks, servers and PCs for the city of Salmon Arm prior to moving into healthcare in 1999. At the North Okanagan Health Region, Gerald took on the information security responsibilities in 2001 and continued on as Information Security Coordinator when Interior Health was formed. In 2004, he moved into the position of Information Privacy & Security Officer, adding Privacy to his list of responsibilities and attaining his CISSP certification the same year. In this capacity he had responsibility for the release of corporate information, auditing of access to the electronic health record, email and the internet, development and implementation of security policies and ensuring compliance with provincial privacy related legislation.
After a one year sabbatical during which he traveled internationally with his family and engaged in several volunteer activities, he returned to the industry as the Chief Privacy & Security Officer for the Rural Shared Health Information Program in Alberta. In this unique role he brought together 7 health authorities to develop common Privacy and Security strategies. He acted as advisor to the health authorities, and was a conduit between the health authorities and the Office of the Information and Privacy Commissioner.
Gerald offers a blend of Privacy & Security expertise with particular interests in policy development, auditing, privacy impact assessments and risk management.
Yuri Beskrovny
Yuri has experience working in health care privacy with project management teams, and performing privacy and security analysis of programs, systems and practices in support of the development of policies and procedures. Having worked for both public and private sectors, he has an understanding of practical approaches to address data protection, working knowledge of systems analysis and project planning, and current privacy legislation including FOIPPA, PIPA, as well as ISO 17799: A Code of Practice for Information Security Management and their differing requirements.
A graduate of the Health Information Science Program from the University of Victoria, Yuri is a Member of COACH and COACH Security & Privacy Expert Group with working knowledge of COACH Guidelines for the Protection of Health Information. Yuri has been involved in analysis of privacy and security risks, and in development of risk mitigation solutions associated with health information management for one of the major Provincial Health Authorities. Yuri has developed and reviewed privacy work plans, designed, wrote and reviewed Privacy Impact Assessments, and developed privacy policies.
Lioudmila Miaous 
Lioudmila has been working in healthcare for more than ten years. She worked as a laboratory technician and a registered nurse in Russia, prior moving to Canada. As a graduate of the Health Information Science Program, University of Victoria, Lioudmila is a Member of COACH and COACH Security & Privacy Expert Group. She contributed her knowledge and skills to the revision of the COACH Guidelines for the Protection of Health Information, 2007.
Lioudmila’s current work includes performing privacy and security analysis of programs for a major BC Health Authority, creating and reviewing Privacy Impact Assessments, development and evaluation of program and organizational privacy policies. Also, Lioudmila provides operational privacy and security support for cross- province initiatives, and develops staff privacy training materials
